Old Anime I think was on Cartoon Network?

I can’t remember details but there was a human man and an alien girl that lived under water that never spoke and he rescued her or something and when she went back home her leader smelled human on her and got mad. She could make a high pitched sound?

Sounds like Blue Submarine no.6. The girl wasn’t an alien but, well, a sort of human/sea-creature hybrid divined by a mad scientist. The man was a soldier from the Blue Sub no. 6, and the girl’s leader was a shark hybrid. It first came on Toonami back in 2000. Hope that’s right! XD
